The APGA candidate for Aba Central state constituency, Hon Mathew U. Okorie has highlighted on the need, benefit and role that improved legislation in Abia state will do in the lives of Abians. He stated that legislation targeted on Economic objective, social objective, Education objective, Foreign policy object and Environmental objective will be more impactful in the lives of Abians and also gives hope to good governance.
His statement reads:
It’s of the altomost important to know that the effective legislative intervention on bills matters alot for effectiveness of the government’s success in the state.
He further admonished legislators to always be committed in legislative processes to be able to make quality legislations.
His statement reads;
I am of the opinion that legislation must be of good quality that is capable of achieving the outcome for which it was passed. As opposed to what is seen today in Abia state legislation, which implementation is difficult due to the lack of its quality of targeted purpose.
For instances, Legislations like, Abia State Violence Against Persons Prohibition Law, The Abia State Security Fund (ASSF) Law, Abia State Water & Sewage Development Law. Have all suffered set back in its implementation due to its structures in legislative processes. Most of the issues, Abians and its environs are suffering today are the problems these legislations should have solved if grounds were established during the legislative processes.
The reason for this write up is to attempt to identify and explain the characteristics of quality legislation and the functional elements of law-making and-implemention processes for producing quality legislation. which may be applicable in any functional system and countries. 1. LEGISLATING FOR COMMON GOAL
Legislating for common goal of Abians is one of the ways to improve legislation in our beloved state. such legislation include Economic objective, social objective, Education objective, Foreign policy object and Environmental objective. These outlined objectives have both short and long term services to our people and helped deepened rapid implementation. This kind of legislation is totally void of political objectivity, which has been seen in most cases wrecks both the legislation and it’s processes.
2. LEGISLATING TO IMPROVE GOVERNMENT.
The government has many times failed her citizens by not upholding the principle objective of government to her citizens. This has been proven in many cases where duties of the government to her citizens in respect to their fundamental human right as seen in Section 33 -45 of the constitution of federal republic of Nigeria have many times failed by the government. Therefore, legislating on matters to improve the structure of government will not only improve legislation but also the trust the citizens have on them.
3. LEGISLATING THAT BUILDS TRUST.
most legislations do not see the light of the day in the life of Abians because some of them do not have bearing for trust, visible implementation and Long term advantage due to it political objectivity that surrounds such legislation. In the cause of this, Abians lost interest in the processes and its government as well. Governments are to achieve effective legislative intervention that requires legislation to be of a quality that is appropriate for effecting the policy outcome for which it was formulated and implemented, leaving sentiment aside.
4. COMMITMENT OF LEGISLATORS.
Legislators are the strong hold of any democratic government that enact and alters laws for the benefits of the people. In such, political parties influence should play less in decision making as regards legislation in our state to help build a strong government, improve common goal and give citizens trust in governance.
These are important because legislation shouldn’t be based on a personal interest, rather it should bencone on what impact it will create or make to the masses that the laws are being made for.
I conclude by saying that Abia legislative system for years have been levering on a control of so called cartels that don’t meant well for the people but on what will benefit them. This is why nothing is working in this state. Therefore, improving legislation is the key forward to a strong government, improve common goal and trust in government.
